Katon-Ur is an alien superhero under the alias of Phenomaman in Dispatch. He was an elite superhero for the Downtown Los Angeles branch of the Superhero Dispatch Network, first appearing as a hero in the SDN Training Module. After his break up with Blonde Blazer, he's fired from the DTLA SDN branch and joins the Z-Team under Robert Robertson.

Appearance
Phenomaman has slightly grown out, slicked back brown hair and dark blue eyes. He either sports a mustache or mutton chops. Phenomaman wears a sleeveless blue body suit and a red belt, with a red cape and a high collar with yellow on its rim. He is muscular and has red arm cuffs with silver near the wrist and yellow rimming on them. His and Blonde Blazer's hero costumes have matching colors.
After his break-up with Blonde Blazer, his skin appears paler, his eyes are reddened, he develops bags under his eyes, his mutton chops are grown out, his hair lightens in color, and the rose hue on his nose is more pronounced. Excluding the skin, most of these traits return to normal after his first dispatch, although his dispatch icon remains the same, and the bags temporarily return after Chase falls into a coma.
Personality
Phenomaman is a confident but polite alien from another planet. Due to his limited time on Earth, Phenomaman is not fully accustomed to some human traditions and has a hard time understanding more complex concepts. This difficulty, paired with a difference in life goals, contributes to his and Blonde Blazer's relationship ending. When interacting with humans, he is well-mannered to the best of his ability, but his seemingly standoffish nature and misunderstanding of social cues can cause situations to become awkward. This includes a tendency to unintentionally give backhanded compliments and trauma dumping his problems onto strangers. Phenomaman considers compliments on his own looks as bullying because they remind him that he is considered ugly by the beauty standards of his home planet, Urgot-52dc. After his break up with Blonde Blazer, he becomes deeply depressed and reveals that he hates himself.
Biography
History
Phenomaman is a humanoid alien from the planet Urgot-52dc. At some point, he came to Earth and worked at a Nordstrom Rack where he gets the nickname Dumpy from his colleagues because of his "large posterior." He later becomes a superhero for SDN and appears in multiple SDN advertisements, becoming the poster boy for the company.
Superhero Dispatch Network
During the beginning of Episode 2, when Robert is waiting for Blonde Blazer, the TV in the waiting area shows an ad for SDN starring Phenomaman. He appears uncomfortable and can be spotted reading text from a teleprompter. At the end of the same episode, it is revealed that he and Blonde Blazer are dating. However, at the beginning of Episode 3, Blonde Blazer reveals to Robert that she decided to end their relationship. Phenomaman falls into a deep depression and is indefinitely suspended from the Downtown Los Angeles branch, thus also cutting him from his own team.
In Episode 4, Robert is tasked to give Phenomaman a 'pep talk' by Blonder Blazer, after both witness the depressed hero languishing on a crushed vehicle. If Robert kissed Blonde Blazer in Episode 1 and chooses to reveal that to Phenomaman, Robert will state he is "not that good of a kisser" leading to Phenomaman kissing Robert to see if that is true. Ultimately, he agrees that Robert is not the source of their break up.
Robert can choose to recruit either him or Waterboy as a replacement for Coupé/Sonar. If Robert does recruit him, Phenomaman is grateful to Robert for the opportunity, but finds himself ostracized by the other members due to his personality and the fact that he is a superhero working in a roster of former supervillains. He will later be seen in an office still obsessing over his failed relationship with Blonde Blazer, leading to Robert stating that he needs to find something else to be passionate about.
His depression caused by his break up with Blonde Blazer is his defining character flaw throughout the story. If picked in Episode 4, during the 2nd shift he can be seen to slowly get better and better over time, with him dancing during the party in Episode 6 and in Episode 8, he finally seems at peace with their break up.
Relationships
Blonde Blazer
Phenomaman's ex-girlfriend, whom he is still in love with. The comics reveal they broke up due to differing ideals about their future: Blonde Blazer would like to eventually settle down as Mandy, while Phenomaman could only dream of continuing to fight crime with her as Blonde Blazer. Their break up causes Phenomaman to sink into a deep depression. If recruited to the Z-Team, he will slowly show improvement and eventually come to accept how things are, trying his best to maintain a respectful working relationship with his former partner. Interestingly, if the player fails a dispatch during the counterattack against the member they cut, Blonde Blazer will step in to save one dispatch, join the Z-Team roster, and Phenomaman has synergy with her.
Robert Robertson
Phenomaman seems to try to maintain his positive relationship with people, saying that he thought he knew all of Blazer's co-workers when he was introduced to Robert, and despite being a first meeting, he invites Robert to a sushi place in Japan. After his untimely breakup, Blazer encourages Robert to step in and help Phenomaman with his depressive issues. How Robert responds is chosen by the player, varying from encouragement to move on, encouragement to seek personal help, and to admitting to have kissed Blazer. In the event Robert does admit to kissing Blazer, Phenomaman kisses Robert to ascertain if Robert is such good a kisser that Blazer would leave him and announces that not to be the case. If Robert picks Phenomaman to fill the empty slot in Z-Team, Phenomaman will seek Robert out and embrace him, grateful to be doing good again. albeit to Robert's pain and discomfort. Following the shift, Robert finds Phenomaman watching old videos of him and Blonde Blazer working, reminiscing their time together and lamenting his misfortune losing her. Robert encourages Phenomaman to find something else to be passionate about instead of what he already lost. Realizing the wisdom in Robert's words, Phenomaman hugs Robert again without reopening his chest wounds. Not long after their talk, Phenomaman begins adjusting well with the team, even joining the team on a night out which ends with the team, including Phenomaman, revealing their real names to Robert. During Robert's housewarming party, Phenomaman is in notably high spirits and even embraces Robert and Blonde Blazer together, showing that he took Robert's advice to heart and has improved emotionally.
Z-Team (Phoenix Program)
If he put in the Z-Team in lieu of Coupé or Sonar, he has a rather rocky relationship with the members throughout the game, but they still cooperate with him. When first put in, he is met with ostracizing complaints and insults from the Z-Team members due to the recent break-up with Blonde Blazer, his lack of understanding of human behavior and inability to contain his desire of Blonde Blazer when his flies off elsewhere several times the first dispatch he participates in as he thought he saw Blonde Blazer (who is actually at the office). Even when they rescue him during the final dispatch, most almost find it ironic they have to save Phenomaman, not helped by the fact they know he physically can break himself out, but he claimed to have yielded "out of respect for the handcuffs." Despite that, they still invite him to The Sardine and 3 a.m. "inauthentic Mexican calories," and the boardroom to discuss Invisigal's fate, although he had to be convinced to discuss with the promise of a session of Magic: the Gathering.
Punch Up - They have synergy together if Coupé is cut from the team. Some dialogue between them suggests they have hung out outside of work. If sent to calls together, they make reference to playing an unnamed card game (which, given Phenomaman's mention of the game in episode 7, could be Magic: The Gathering) in which Punch Up whooped his ass, yet Phenomaman wishes to play again. Some dialogue between them suggests that though not his usual type, Phenomaman could persuaded into a romance with Punch Up.
Malevola - They have synergy together if Sonar is cut from the team. If sent to calls together, Phenomaman says he finds her genuinely terrifying which she takes as a compliment.
Waterboy - During his introduction in episode 2, Waterboy claims to be a Phenomaman-fan. Furthermore, if Phenomaman is added to the Z-Team roster during the final dispatch, Waterboy is happy and excited to learn that Phenomaman knows who he is.
Abilities
Alien Physiology: As an alien, Phenomaman possesses many extraordinary powers far beyond those of even most other superpowered beings.
Superhuman Strength: Phenomaman possesses enormous levels of physical strength for lifting, moving, and exerting force. He can easily lift up a rock boulder and a bus. He also manages to deliver an enormous blow to Spider Armor, which sent it flying and can easily throw it far away to the sky.
Superhuman Durability: Phenomaman can endure immense conditions, including but not limited to heat, bullets, and pretty much every attack coming from an ordinary human. Even though he cannot resist the push back, he easily takes the fully charged energy beam fired at him by Shroud and is noticeably unharmed by it.
Superhuman Speed: Phenomaman can move and fly faster than the speed of sound. This is demonstrated when he rears up quickly from a car to the point of making the shards fly directly at Robert. He can also hover without making any sound.
Flight: Phenomaman is capable of flight, and Blazer admits that he flies 'a little faster' than her. His starting impact can stun small creatures nearby and disrupt the work of electrical appliances.
Solar Energy Absorption: Phenomaman can absorb the energy directly from the sun. He opines to Robert that he could plunge the Earth into infinite darkness by absorbing all the sun's energy if he chose to.
Self-Sustenance: As an alien, Phenomaman does not appear to require the basic needs of a human in daily life. An example of this is shown during Episode 7, when he can be seen on the moon amid multiple floating empty beer cans and also drinking one, implying that he does not need oxygen to breathe.

Phenomaman's voice is similar of how his voice actor Travis Willingham does his Superman voice in various DC projects
According to Phenomaman, his genitals aren't compatible with humans.

His home planet Urgot-52dc is quite possibly a reference to the number 52 being a recurring thematic number in the DC Universe.

In the French translation of the game, Phenomaman has at least one occasion of the using the French simple past tense (« ce fut très soudain » - it was very abrupt), as opposed to the more common present perfect (« ç'a été très soudain » - lit. it has been very abrupt).
While not extinct, the French simple past evolved to be typically reserved for narration, such as literature and documentaries, making it a grammatical tense unnatural to use in everyday speech, supplemented by the present perfect in most dialects of French. This choice was most likely chosen to exemplify how alien Phenomaman is.
