Outwardly, Chase might look and act like a grumpy old man, but in fact he is a young man (even if he is nearly 40) trapped in an old man's body. Which left him bitter and as result let him believe there is no such thing a karma.
He absolutely adores dogs.
Powers and Abilities
Powers
Superhuman Speed: Chase has the ability to move 50 times faster than a normal human.
Transformation: To confuse Shroud, Blonde Blazer gives her amulet to Chase as Shroud did not predict her powers comes from an amulet, and that Chase can use her powers in a different way. With the amulet, Chase takes the alias "Star Blazer," and his can combine his own power with the amulet's.
Superhuman Strength: Chase is able to take out a component of Shroud's mecha suit with his hands alone while flying at superhuman speed. He can also push Mecha Man's suit away from harm
Superhuman Durability: After defeating Shroud's mecha suit, he evidently has enough energy to defeat more opponents.
Flight: Chase can combine the ability of flight with his superhuman speed to pierce enemies. He can also direct Flambae's flames around enemies by whirling around the flames and redirecting them.
Energy Projection: Unseen; most likely a power he adopts with the amulet.
Regenerative Healing Factor: Chase is able to move as he wishes without getting tired while donning the amulet. It serves as a way to allow Chase to live without falling into a coma while another solution is found.
Superhuman Metabolism: Unseen; most likely a power he adopts with the amulet.
Weaknesses
Accelerated Aging: While using his powers, Chase also ages 50 times faster than a normal human. Blonde Blazer's amulet appears to negate this.
History
Back when he was a superhero, Track Star was the youngest member of the Brave Brigades and worked alongside and subsequently became close friends with Robert's father, Robert "Robbie" Robertson II, the second Mecha Man "Astral". Because he was the youngest member of the team, he seems to have gotten stuck with babysitting a young Robert Robertson a lot. Though it seems he ended up growing fond of and forming a strong bond with the son of his coworker.
1999
In 1999 he attended a barbeque at Robbie's home in San Pedro California. Talking to Astral about how he was thinking about getting an augment installed by Elliot, much to the older man's bafflement, and how he'd been sucking up to man for weeks to be the first in line to get one. He overhears a crash caused by a young Robert Robertson III in the shed where the Mecha Man armor is but is told by an unconcerned Astral that his son's just tinkering. He then tells Astral that he'd vote to let Elliot in, and that he thinks Astral should leave the vote up to people who a get a boost from Elliot's tech. To which Astral seemly rolls his eye at, with Chase reminding him that he got the Astral Pulse from Elliot and asking what about everybody else before the conversation is interrupted by the arrival of Elliot.
During a conversation between Elliot and Astral about potentially voting him in at the barbeque. Astral tells Elliot a story a story about his past, which ended with him telling a cousin of his "That's not how it works." Causing Chase to accidently spit-take the beer he was drinking into the still fresh augment Elliot had installed into the side of his head. Resulting in it shorting and shocking the man, who then angrily shoves Chase away when he tries to apologize and clean him off with a towel.
He then jokes with Astral that he'll have to be nice to Elliot for weeks, now. Only in horror to hear the Mecha Man armor announce that it identified a threat and that its defensive protocol was initiated. With Astral telling him to go. Using his powers to get across the yard, Chase is able to smash down the door to the shed and pull Robert out of the way as the armor actives a shoulder mounted laser gatling gun, though a chunk of Robert's ear is taken off by one of the laser, with both falling to the ground in the shed and Chase asking Robet if he okay and if his arms hurt. However, the suit is still active, with Chase doing his best to pull Robert away from the suit and against him for protection, as he leers up with a snarl at the armor that now stands over them with the gun pointed at them.
However Astral arrives in time to deactivate the armor. Telling Astral when he checks on the two that he thinks he dislocated Robert's arm when he grabbed him and holding Robert against him in his arms when his father tells him to "Get Up."
2008
In 2008 Chase had intervene in a fight between Astral and Elliot after the later grew restful of Astral after cancelling the vote to make him an official member of the Brave Brigade for the fifth time. With Astral beating Elliot unconscious and about to deliver another blow when Chase pulled the man away and demanded to know what Astral was doing.
Later Astral told Chase that Elliot asked him for a fight, so he gave him one. With Chase saying that if he didn't step in Astral would have killed him. With Astral responding with "Bullshit." He then asks Chase if he thinks the villains would pull their punches. Saying that he always knew Chase was a real hero from day one but was never convinced with Elliot. But that if he comes back tomorrow after what happened, he'll know for sure he has a real hero on his hands.
Chase however doesn't respond, with Astral telling Chase to "Come on," and saying "You see what I see. I know you do." However, Chase once gain sidesteps the question and says he's going to see if their teammate Vitalia has woken Elliot up yet. Astral tells him not to make him the bad guy. With Chase responding with "I didn't do shit. You did that yourself. "
In the next moment, however, Elliot who been in the elevator Chase had called and now wearing the now bloody towel that Astral had thrown in his face to blind him before beating him up, as a shroud. Fires Astral's gun, that he'd retrieved from his locker, at him. Attempting to use his powers to push Astral out of the way. The short distant and the speed of the bullet were too much for Chase to beat, and Astral was hit in the chest. Immediately coming to his friend's aid, he demands to what Elliot just did only to see him escaping through the closing elevator doors, as he swears, he'll get him. Turing back to Astral he tries to tell the man that he's got him and he'll get help. Before seemly realizing that Robbie has already died from the shot to his hear and the ensuing blood loss, as he screams for help only for it to taper off.
Post Astral's Death
After Robert's father died, though, Track Star reached out to him, but Robert shortly after cuts off ties, likely owing to him having a hard time processing his father's death. In the years that followed, Track Star realized too late his power came at a grave cost: while he could move 50 times faster than the average person, it also aged him 50 times faster each time he used his ability.
15 or so years after his friend's death, he now went by Chase and worked as a dispatcher at Superhero Dispatch Network. Owing to his power's side effect, he appeared as an elderly man, though he was only 39 years old.
Four months after Robert's fight with Shroud that left him in a coma and the Mecha Man suit destroyed, Chase recommends to Blonde Blazer that they recruit Robert to SDN in exchange for fixing the Mecha Man suit.
Relationships
Robert "Robbie" Robertson II
His late coworker. Robbie used to hire Chase to babysit Robert. He seems to have had a good relationship with the man, being invited to a barbecue at his house and frequently talking to him. However, their relationship was not without its bumps and difference of opinion. Chase was more willing to allow Elliot onto the Brave Brigade and even hoping to be one of the first to get an augment from him despite Robbie's bafflement. He also states out that maybe it should be those who benefit from Elliot's tech who should decide whether or not he joins, and that Robbie already got the Astral Pulse out of him. He's also seemed genuinely angry and concerned by Robbie beating Elliot up, genuinely believing that he would have killed Elliot had he not intervened. He refused to respond when Robbie began making statements comparing him and Shroud about being true heroes, and saying he knows Chase agrees with him, telling Robbie "I didn't do shit. You did that yourself. " When the older man tells him not to make him the bad guy after he beat up Elliot, he tries to save Robbie when Elliot shoots him and swears he would get Elliot for shooting Robbie, staying with him as he dies.
Robert Robertson III
Son of his late coworker, and big brother figure to Robert. They have a strong bond together as Chase used to watch Robert for Robbie when the latter was out fulfilling his duties as Mecha Man. This was during a period when Chase was still using his power, so he was able to go on a grocery while using his powers. When Robbie died, Robert had no contact with Chase until they met again st the SDN, where Chase put in a good word to get Robert employed there.
Beef
Beef is possibly the living being in his life he loves the most. When first introduced as a favor, Chase happily accepts it even before Robert explains his reasoning. After that, Chase adds dog treats, balls, and a dog bed to accommodate Beef at his desk when necessary, and this creates a strong bond with Beef as Beef is first to remember Chase when the power runs out at Torrance SDN. After his mecha suit is destroyed, Shroud threatens the Z-Team using Beef as collateral, and even though Chase did not agree to the idea of killing Shroud earlier, if Shroud dies, either from Robert's and Invisigal's doing, Chase seemingly changes his mind and expresses that Shroud got what he deserved when interviewed by local news. Chase also takes Beef up for flight in the aftermath of the battle.
Z-Team (Phoenix Program)
While their deeds are undeniably beneficial for everyone, Chase still keeps inklings of doubt regarding the Z-Team and their motives, often recommending Robert to cut them all. But after the final fight, Chase takes the opportunity to laud them to local news as the real heroes who fought against Shroud and the Red Ring.
Invisigal - They are usually at each other's necks due to Insivigal's habit of breaking orders and acting out. She thinks he is just a jaded old man while he thinks she still has malicious motives. Their inability to see eye-to-eye reaches its climax during Robert's housewarning party which results in Invisigal punching Chase for calling her titles she was genuinely trying to distance herself from. After Robert explains her side, Chase is willing to uses his power one last time to risk his life to save her when she is trapped in a building unable to move due to asthma during an attempt to retrieve the Astral Pulse. Although they do not interaction for a while, they briefly converse after defeating Shroud's mecha suit, both relieved the other is alive, showing they were willing to put aside past scuffles. His view on her depends on whether she returns to villainy or embraces heroism. Additionally, if Robert romances Invisigal, she will kiss Robert while on the stretcher as Chase looks on disapprovingly shaking his head.

Trivia
Chase, as "Track Star", appears to be based on the DC Comics character Flash.
He additionally shares similarities with A-Train from the comic and TV series The Boys.
The younger version of Chase seen at the beginning of Episode 7 is voiced by Elijah Wright, the son of Jeffrey Wright, who serves as Chase's main voice actor.
Embracing Chase's nickname "Afro Einstein," AdHob released a shirt featuring Chase sticking his tongue out in reference to a picture of Albert Einstein sticking his out.[1][2]
Notes
In Retrospective, during the flashback to 2003, if Robert asks Chase to buy him a beer, Chase answers that he's only 20 and legally cannot. In Onboard, Chase claims to have turned 39 a few months prior. Based on Sonar's and Flambae's Flight Licenses, as well as Blonde Blazer's files on Sonar, the events of the series should take place sometime between 2023-2024. All this information seems to narrow Chase's year of birth to sometime in 1983.
